Repeal of Mandatory Drug Testing for Issuance of Drivers' Licenses
On June 27, 2013, a memorandum from the LTO announced the repeal of mandatory drug testing for the issuance of drivers' licenses in the Philippines. This change stems from Section 19 of Republic Act No. 10586, the "Anti-Drunk and Anti-Drugged Driving Act of 2013," which explicitly nullifies the requirement for drug testing previously mandated by the Comprehensive Dangerous Drugs Act of 2002. Consequently, applicants for new or renewed drivers' licenses are no longer required to provide certification of drug-free status. The necessary rules and regulations to implement these changes will be developed and submitted to the Department of Transportation and Communications.
