LETTER OF INSTRUCTIONS NO. 1278

To ensure more effective repair and maintenance of city roads and bridges in the City of Manila, I hereby issue the following instructions: cd i
1. National assistance funds for the repair and maintenance of city roads and bridges in Manila, together with the local counterpart funds required in accordance with the Presidential Decree No. 17, as amended, shall be constituted into a Trust Fund to be used exclusively for such purpose.
2. Prior to the actual implementation of repair and maintenance work on city roads and bridges in Manila, the programs of work therefor shall be prepared as prescribed and approved by the Ministry of Public Works and Highways.
3. The Ministry of Public Works and Highways shall exercise technical supervision over the repair and maintenance of city roads and bridges in Manila, including examination of books of account, and shall see to it that the work and disbursement of funds are done in accordance with the approved programs of work.
4. The Ministry of Public Works and Highways shall adopt a monitoring system to ensure that the above instructions are carried out accordingly.
These instruction take effect immediately.
DONE in the City of Manila, this 22nd day of November, in the year of Our Lord, Nineteen Hundred and Eighty-Two.
