Removal of Prohibitions Against Encumbrance or Alienation of Certain Friar Lands
Republic Act No. 3102, enacted on June 17, 1961, amends Commonwealth Act No. 32, removing restrictions on the encumbrance or alienation of Friar Lands in cities. It allows purchasers to pay the purchase price over ten years with a 4% annual interest rate and gives preference to bona fide occupants of these lands. The law stipulates that lands acquired cannot be encumbered or alienated for five years, except to the government or certain banking institutions, and allows temporary improvements to be mortgaged.
