Reminder on the Rule Regarding Gambling and Casinos
OCA Circular No. 231-15 emphasizes the strict prohibition against gambling for judges and court personnel, especially during the Philippine Judges Association's annual convention at a venue housing a casino. It cites Presidential Decree No. 1869, which bars government officials from participating in casino activities, and reiterates the Supreme Court's stance that judges and court personnel should not be present in gambling establishments. The circular references the Canons of Judicial Ethics and the New Code of Judicial Conduct, which mandate that judges must maintain a conduct free from impropriety in all aspects of their lives. All judges and court personnel are reminded to adhere to these rules to uphold the integrity of the judiciary.
