LETTER OF INSTRUCTIONS NO. 1103

One of the most important decisions of the government in its thrust towards energy self-sufficiency was the creation of the National Coal Authority in order to effect an integrated system of coal handling and regulate the downstream coal activities, and thus accomplish the maximum efficient utilization of coal as an alternate source of energy.
In order to enable the National Coal Authority to become operational and immediately meet its obligations, it is imperative that its funds appropriated for it under Presidential Decree No. 1722 be immediately released.
Accordingly, the Treasurer of the Philippines is hereby directed to release P50 Million out of the Special Fund created under Section 8(J) of the R.A. No. 6173, as amended.
This Letter of Instruction shall take effect immediately.
DONE in the City of Manila, this 20th day of January, in the year of Our Lord, Nineteen Hundred and Eighty-One.
