LETTER OF INSTRUCTIONS NO. 823

In order to effectively carry out the programs of the government designed to improve the health of our people especially those living in the rural areas, the following guidelines in the purchase of medicine needed by the Ministry of Health, which were promulgated in 1977 are hereby reiterated; acd
1) The medicines that should be purchased are those that are most needed by the population, considering the prevalent diseases and seasonal ailments that occur within the country;
2) The medicines that should be purchased should be of high quality and are manufactured with facilities under strict quality control as certified by the Food and Drug Administration;
3) In accordance with the declared national policy of the government of promoting and encouraging the patronage of our Philippine-made products, preference must be given to Filipino firms and to products manufactured in the country under local brand names;
4) Preference should be given to manufacturers who are contributing and paying the most amount to taxes to the national government, and to those that provide the largest number of employment to Filipinos.
You are hereby enjoined to implement these instructions immediately and all purchases of medicines should strictly follow the above guidelines.
