Recognition and Accreditation of the Philippine Dental Association
On December 11, 2009, the Professional Regulation Commission (PRC) issued Resolution No. 032-09, recognizing the Philippine Dental Association, Inc. (PDA) as the sole accredited professional organization for dentists, dental hygienists, and dental technologists in the Philippines. This resolution amended the prior Resolution No. 2008-468, confirming the PDA's compliance with the requirements set forth in Republic Act No. 9484, the Philippine Dental Act of 2007. All registered dental professionals are mandated to automatically become members of the PDA upon payment of fees. The PDA is responsible for implementing continuing professional education for its members, and provisions are included for the cancellation of accreditation under specific circumstances. The resolution will take effect 15 days post-publication in the Official Gazette.

PRC BOARD OF DENTISTRY RESOLUTION NO. 032-09
RECOGNITION AND ACCREDITATION OF THE PHILIPPINE DENTAL ASSOCIATION, INC. (PDA) AS THE ONE AND ONLY INTEGRATED AND ACCREDITED PROFESSIONAL ORGANIZATION OF DENTISTS, DENTAL HYGIENISTS AND DENTAL TECHNOLOGISTS AND AMENDING RESOLUTION NO. 2008-468 DATED AUGUST 1, 2008, GRANTING THE RENEWAL OF CERTIFICATE OF ACCREDITATION OF THE PHILIPPINE DENTAL ASSOCIATION, INC.
WHEREAS, on June 2, 2007, President Gloria Macapagal-Arroyo approved and signed into law Republic Act No. 9484 entitled as "An Act to Regulate the Practice of Dentistry, Dental Hygiene and Dental Technology in the Philippines, Repealing for the Purpose Republic Act No. 4419, Otherwise Known as "An Act to Regulate the Practice of Dentistry in the Philippines, and for Other Purposes ", and Republic Act No. 768, Otherwise Known as "An Act to Regulate the Practice of Dental Hygienists in the Philippines, and for Other Purposes ", and Appropriating Funds Therefor ", Also Known as "The Philippine Dental Act of 2007 ";
WHEREAS, Section 30, Article IV of R.A. No. 9484 states, to wit:
"SEC. 30.Integration of Dentists, Dental Hygienists and Dental Technologists. — All registered dentists, dental hygienists and dental technologists shall be integrated into one national organization which shall be recognized by the Board and accredited by the Commission as the one and only accredited integrated association to which all dentists, dental hygienists and dental technologists shall belong. Henceforth, all dentists, dental hygienists and dental technologists to be registered with the Board shall automatically become a member of the accredited integrated professional organization upon payment of required fees and dues. Membership in the accredited and integrated national organization of dentists, dental hygienists and dental technologists shall not be a bar to membership in other associations of dentists, dental hygienists and dental technologists.
WHEREAS, the Philippine Dental Association, Inc. (PDA), the one and only Integrated and Accredited Professional Organization of dentists, dental hygienists and dental technologists, was organized and registered with the Securities and Exchange Commission (SEC) under Certificate of Filing of New By-Laws with Company Reg. No. A199806893 dated 27 April 2009.
WHEREAS, the petitioner ardently advocated, sponsored, and supported the enactment of Republic Act No. 9484, known as the "The Philippine Dental Act of 2007 ". cSEaTH
WHEREAS, on August 1, 2008, Resolution No. 2008-468 was issued by the Commission granting the petition of the Philippine Dental Association, Inc. (PDA) for the renewal of their Certificate of Accreditation;
WHEREAS, for consideration of this Board and the Commission is the petition-letter of the Philippine Dental Association, Inc. (PDA) for the amendment of their renewal of accreditation under Resolution No. 2008-468 dated August 1, 2008 as thebonafideprofessional organization for dentists; and for the purpose of inclusion of the dental hygienist and dental technologist as their members in the said association pursuant to the enactment of Republic Act No. 9484. In support of its petition are the following, to wit:
1. Notarized petition signed by its President for the amendment of the certificate of accreditation;
2. List of current officers including its chapters;
3. Photo copy of Certificate of Registration issued by the Securities and Exchange Commission (SEC);
4. Photo copy of the Amended Articles of Incorporation and By-Laws;
5. Copy of audited financial statement submitted to the SEC duly signed by a Certified Public Accountant;
6. Proof of payment of the prescribed renewal fee.
WHEREAS, after a careful perusal of the documents submitted in compliance with PRC Resolution No. 2004-178, Series of 2004, petitioner substantially complied with the requirements for accreditation.
NOW THEREFORE, in view of all the foregoing, the Board RESOLVES, as it is hereby RESOLVED, to grant, subject to approval by the Commission, the PHILIPPINE DENTAL ASSOCIATION, INC. (PDA), the Petition for Accreditation as the one and only Integrated and Accredited Professional Organization of dentists, dental hygienists and dental technologists; and, accordingly, to cancel the Certificate of Accreditation issued under Resolution No. 2008-468 dated August 1, 2008 and to issue another Certificate of Accreditation pursuant to this Resolution.
FURTHER, RESOLVED, as the one and only Integrated and Accredited Professional Organization (APO) of dentists, dental hygienists and dental technologists, the Board in coordination with the accredited professional organization (APO), shall implement the continuing professional education among practicing, dentists, dental hygienists and dental technologists in consonance with the guidelines of the Continuing Professional Education (CPE) council of the Commission. Exemption from the CPE program may be applied for upon reaching the age of sixty-five (65) and shall maintain a roster of the name, residences and of the addresses of all registered dentists, dental hygienists and dental technologists and shall make this roster available to the public upon request. Accordingly, it is hereby reiterated to the applicant Rule 4, Resolution No. 2004-178, Series of 2004, dated January 29, 2004, which read as follows:
"Cancellation of Accreditation. — A certificate of accreditation of an accredited professional organization shall be cancelled or suspended by the Commission or by the concerned professional regulatory board upon approval or concurrence by the Commission only after due hearing under any of the following grounds/causes:
1. The accredited professional organization has ceased to possess any of the qualifications for accreditation.
2. The accredited professional organization no longer served the best interest of the profession for which it was accredited.
3. The membership of the accredited professional organization falls 50% or below of those who have been issued their annual registration cards for the current year.
4. The accredited professional organization has committed acts inimical to its members and to the profession.
5. The accredited professional organization has not renewed its certificate of accreditation after a lapse of an unreasonable period from the date of its renewability.
6. The accredited professional organization and/or its chapter organizations has not submitted audited financial statements thereof. "
FURTHERMORE, RESOLVED, this Resolution shall take effect after fifteen (15) days following the full and complete publication thereof in the Official Gazette or any newspaper of general circulation in the Philippines.
Let a copy of this Resolution be furnished the applicant-petitioner for its information and guidance.
