MEMORANDUM ORDER NO. 479
RE-ACTIVATING THE EXPANDED TASK FORCE LILY FROM 10-12 MAY 1998 TO MONITOR PEACE AND ORDER SITUATION AND OTHER ELECTION-RELATED EVENTS
WHEREAS, Expanded Task Force Lily was constituted as the main monitoring mechanism which monitors and coordinates activities on security, peace and order, and other critical issues and services; and
WHEREAS, there is need for a monitoring and reporting system that will cover the peace and order situation and other election-related events during the national and local elections on 11 May 1998.
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law do hereby order the re-activation of the Expanded Task Force Lily from 101200H May 1998 to 122000H May 1998 to monitor and provide a feedback system on the peace and order situation and other election-related events during the national and local elections on 11 May 1998.
SECTION 1. The Expanded Task Force Lily, headed by the Senior Deputy Executive Secretary will operate on a 24-hour basis at the 4th Floor of the New Executive Building, Malacañang, Manila. The member agencies of the Expanded Task Force Lily are as follows: DA/NIA, SRA, DILG/PNP, DFA, DND, DOF/BIR, DOJ/NBI, DOE/NPC/NEA, DOTC, DPWH/MWSS, DOLE/OWWA, DTI, MMDA, OPS, OP (Legal, PACE, OES), NICA, and PAs for Political Affairs, Military Affairs, and Police Affairs.
The Expanded Task Force Lily shall submit reports to the Office of the President through the Executive Secretary at 4-hour intervals.
SECTION 2. All offices and units of the Office of the President shall maintain skeletal staff complement on a 24-hour basis. On 11 May 1998, the heads of OP offices shall arrange the schedule of their respective personnel into three (3) shifts to allow them to vote.
SECTION 3. All departments/agencies manning public utilities and performing frontline functions including their regional offices shall also operate on a 24-hour basis to monitor and coordinate developments on their respective sectors. These offices shall submit monitoring reports at 6-hour intervals to the Expanded Task Force Lily.
SECTION 4. All departments/agencies deputized by the Commission on Election (COMELEC) shall be on full-duty status in accordance with relevant resolutions of the COMELEC.
SECTION 5. This Memorandum shall take effect immediately.
DONE in the City of Manila, this 6th day of May, in the year of Our Lord, Nineteen Hundred and Ninety-Eight.
