PROCLAIMING THE RATIFICATION BY THE ELECTORATE OF REGIONS IX AND XII OF THE PROPOSED MERGER OF THE LUPONG TAGAPAGPAGANAP NG POOK OF SAID REGIONS
WHEREAS, Section 1 of Presidential Decree No. 1843 provided for the merger of the Lupong Tagapagpaganap ng Pook or Executive Councils of Regions IX and XII;
WHEREAS, pursuant to Section 3 of said decree, the merging of the two Executive Councils was submitted for ratification by the electorate of said regions in a plebiscite held simultaneously with the last barangay elections;
WHEREAS, the result of the plebiscite as certified to by the COMELEC were as follows:

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution do hereby proclaim that the merger of the Lupong Tagapagpaganap ng Pook or Executive Councils of Regions IX and XII has been duly ratified by the majority of the votes cast in the plebiscite held in said regions simultaneously with the barangay elections on May 17, 1982 and that said merger is hereby declared to take effect immediately. aisa dc
