GPPB RESOLUTION NO. 07-07
RATIFYING THE CREATION OF THE SPECIAL BIDS AND AWARDS COMMITTEE FOR THE BIDDING OF THE DEVELOPMENT OF A DETAILED MODULAR SYLLABUS FOR THE PROFESSIONALIZATION OF PUBLIC PROCUREMENT PRACTITIONERS
WHEREAS, Republic Act No. 9184 (R.A. 9184), otherwise known as "Government Procurement Reform Act" and its Implementing Rules and Regulations Part A (IRR-A) took effect on January 26, 2003 and October 8, 2003, respectively; caIACE
WHEREAS, Section 16 of R.A. 9184 mandates the Government Procurement Policy Board (GPPB) to professionalize and establish a sustainable training program for developing the capacity of the Bids and Awards Committees (BACs), the BAC Secretariats, and the Technical Working Groups of procuring entities;
WHEREAS, the World Bank, through the Institutional Development Fund (IDF) Grant gave the Government Procurement Policy Board a grant of $300,000 for the Development of a Detailed Modular Syllabus for the Professionalization of Public Procurement Practitioners and Functions (Professionalization Project);
WHEREAS, given the nature and complexity of the Professionalization Project, a Special Bids and Awards Committee was created through Office Order No. 099-07 dated March 8, 2007 issued by Executive Director Estanislao C. Granados, Jr.;
WHEREAS, the Special Bids and Awards Committee is composed of members of the Inter-agency Technical Working Group (IATWG) of the GPPB, specifically representatives from the Department of Education, the Department of Trade and Industry, and the National Economic Development Authority and of personnel from the GPPB Technical Support Office;
WHEREAS, there is a need to ratify the creation of the Special Bids and Awards Committee;
NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested upon US by law, hereby RESOLVE to ratify and approve the creation of the Special Bids and Awards Committee established under Office Order No. 099-07 dated March 8, 2007 issued by Executive Director Estanislao C. Granados, Jr.
This resolution shall take effect immediately.
