Supreme Court Administrative Circular No. 09-92 informs all judges in the Philippines about the repeal of Republic Act No. 1700, known as the Anti-Subversion Act, by Republic Act No. 7636, effective October 11, 1992. The new law explicitly states that it does not amend or modify the Revised Penal Code and also repeals several presidential decrees. SUBJECT : R.A. No. 7636, Repealing R.A. No. 1700, as Amended (Anti-Subversion Act)

 

R.A. No. 1700, as amended, otherwise known as the Anti-Subversion Act, is now repealed by R.A. No. 7636, which took effect on October 11, 1992.

R.A. No. 7636 provides as follows:

"AN ACT REPEALING REPUBLIC ACT NUMBERED ONE THOUSAND SEVEN HUNDRED, AS AMENDED, OTHERWISE KNOWN AS THE ANTI-SUBVERSION ACT

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled: cd

SECTION 1. Republic Act Numbered One Thousand Seven Hundred (R.A. No. 1700), otherwise known as the Anti-Subversion Act, as revived by Executive Order Numbered One Hundred Sixty-Seven (E.O. No. 167) and subsequently amended by Executive Order Numbered Two Hundred Seventy-Six (E.O. No. 276) is hereby repealed.

SECTION 2. This Act does not in any manner repeal, amend or modify the provisions of the Revised Penal Code.

SECTION 3. Presidential Decree Nos. 885, 1738, 1835 and 1975 remain repealed, and all other laws, presidential decrees, letters of instruction, and other issuances, orders, rules and regulations inconsistent with this Act are hereby likewise repealed.

SECTION 4. This Act shall take effect fifteen (15) days after its publication in two (2) national newspapers of general circulation.

This bill, which is a consolidation of Senate Bill No. 508 and Bill No. 818, was finally passed by the Senate and the House of Representatives on September 4, 1992.
