Public Telecommunication Entity (PTE) Identifier within Local Exchange Area Code "02"

NTC MEMORANDUM ORDER NO. 10-10-17

 

WHEREAS, pursuant to Republic Act No. 7925, Executive Order No. 546 s. 1979, the National Telecommunications Commission is vested with the power to ensure quality, safety, reliability, security, compatibility and inter-operability of telecommunications facilities, and in order to address the insufficient number of assignable exchange codes;

WHEREAS, the Commission pursuant to its objective to efficiently allocate exchange codes in area code "2," issued Memorandum Circular No. 04-06-98, Adoption of 4-Digit Exchange Codes for Area Code "2";

WHEREAS, the Commission issued Memorandum Circular No. 06-07-2016, Lifting the Suspension of the Implementation of the 4-Digit Exchange Codes for Area Code "02"; Pursuant to the said MC, the Commission shall assign Public Telecom Entity (PTE) identifier to each of the PTEs operating within the local exchange area "02";

WHEREAS, the Commission invited said PTEs to a meeting on 30 August 2016 attended by representatives from ABS-CBN Convergence, ETPI, GLOBE TELECOM/Bayantel and PLDT and were requested to submit their comments or proposals to ensure efficient use of the identifiers and to effect minimal disruption of service in the implementation of exchange codes;

NOW THEREFORE, pending amendment to MC No. 06-07-2016 dated 21 July 2016, the Commission, pursuant to RA 7925 and EO 546 s. 1979, hereby sets forth the following guidelines in the assignment of Public Telecommunications Entity (PTE) Identifier to each of the PTEs operating and providing local telephone service within the "02" local exchange area:

a. All existing seven (7) digit telephone numbers shall be migrated to 8-digit telephone numbers, instead of 9-digit telephone numbers. Each PTE operating and providing local telephone service within the "02" local exchange area shall be assigned a code from digits "3" to "8" to be affixed at the beginning of the 3-digit exchange code to serve as PTE identifier. b. For the purpose of this Order, the following PTE Identifiers are assigned as follows:

5XXX-YYYY	Vacant
6000-YYYY to 6699-YYYY	ABS-CBN Convergence, Inc.
6700-YYYY to 6999-YYYY	Eastern Telecommunications Philippines/Telecommunications Technologies Philippines, Inc.
7XXX-YYYY	Globe Telecom, Inc./Innove Communications, Inc.
8XXX-YYYY	PLDT, Inc./Digital Telecommunications Philippines, Inc.

c. Three (3) months prior to the start of migration, all concerned PTEs shall conduct media campaigns/information drive to notify the public on the new numbering plan/format by way of bill inserts, telephone call outs, television and radio broadcast, print and social media and other available means.

d. All concerned PTEs shall ensure that during migration, a hotline number shall be available to assist the subscribers/users.

e. After migration to new number format, all concerned PTEs shall properly advise their subscribers/users through recorded announcements on the use of the new exchange codes and the PTE identifiers for a period of three (3) months.

f. All concerned PTEs are directed to design and implement a common recorded announcement.

g. All 7-digit telephone numbers shall be migrated to 8-digit telephone numbers within ten (10) months from effectivity of this Order.

h. Requests for new PTE Identifiers shall be subject to the approval of the Commission.

This Order shall take effect immediately.
