Promotion and Development of Industrial Plantations and Tree Farms
Letter of Instructions No. 145, issued on November 8, 1973, directs the Presidential Committee on Wood Industries Development to develop a program aimed at rehabilitating degraded lands in the Philippines through the promotion of industrial plantations and tree farms. The committee is tasked with surveying public forest lands for suitability, re-evaluating pasture leases, formulating investor incentives, identifying funding sources, and encouraging cooperatives or joint ventures in this sector. The initiative seeks to enhance ecological balance and expand the resource base for wood industries. A comprehensive plan is expected within three months.

Pursuant to Proclamation No. 1081 dated September 21, 1972, and in order to accelerate the rehabilitation of extensive denuded and degraded lands of the Philippines, to help ensure a wholesome ecological balance and to broaden the resource base of wood industries, you are hereby directed to work out and submit within three (3) months a program of promoting the development of industrial plantations and tree farms by undertaking the following: cd i
1. Survey and inventory all available public forest lands to determine such areas as might be suitable for industrial plantations and tree farms;
2. Re-evaluate all pasture leases and permits and untitled alienable or disposable lands with the view of determining which should be converted partly or wholly into industrial plantations and tree farms;
3. Formulate incentives to attract investors to go into industrial plantations and tree farms;
4. Determine sources of funding to finance industrial plantations and tree farming; and
5. Promote cooperatives and/or joint ventures for industrial plantations and tree farms. acd
