Prohibition Against Practice of Medicine by Foreigners
Act No. 3609, enacted on December 3, 1929, prohibits foreign nationals from practicing medicine in the Philippines unless their home country allows Filipino physicians to practice there as well. The act amends Section 772 of the Administrative Code, establishing that foreign physicians must pass an examination to be registered, but they can only take the exam if their country reciprocates by allowing Filipino medical practitioners. Any conflicting laws are repealed, and the act takes effect upon its approval.

ACT NO. 3609
AN ACT PROHIBITING FOREIGNERS FROM PRACTISING MEDICINE IN THE PHILIPPINE ISLANDS UNLESS THE COUNTRY OF WHICH THEY ARE CITIZENS PERMITS FILIPINO PHYSICIANS TO PRACTISE IN THE SAME
SECTION 1. Section seven hundred and seventy-two of the Administrative Code is hereby amended to read as follows:
"SEC. 772. Examination requirement — Foreign physicians. — Except as otherwise specially provided all applicants for registration under the provisions of this chapter shall be subjected to examination as hereinafter provided: Provided, however, That no foreign physician or medical man shall be admitted to examination unless the country of which he is a subject or citizen permits Filipino physicians to practice within its territorial limits."
SECTION 2. All acts or parts of acts inconsistent with the provisions of this Act are hereby repealed.
SECTION 3. This Act shall take effect on its approval. ITECSH
