Prohibition Against Entry of Portland Cement Not in Accordance with Government Specifications
Act No. 3485, enacted on December 8, 1928, prohibits the importation of Portland cement into the Philippines unless it meets specific government specifications established in prior executive orders. Notably, this restriction does not apply to Portland cement manufactured in the United States. The Collector of Customs is tasked with investigating complaints regarding non-compliant cement and is authorized to prevent its importation or require its exportation if it fails to meet the required standards. The Act repeals any inconsistent laws and takes effect immediately upon approval.
