Prohibition Against Discriminatory and Destructive Competitive Practices of Non-Scheduled and Charter Operators
Letter of Instructions No. 194, dated June 17, 1974, mandates the rationalization of the Philippine airline industry to establish one economically viable airline for both international and domestic operations. It restricts Air Manila to operating only charter flights, adhering to specific regulations set by the Civil Aeronautics Board (CAB). The letter prohibits certain competitive practices by non-scheduled and charter operators, including conducting regular flights on routes already served by scheduled airlines, advance space confirmation for non-scheduled flights, and selling tickets directly to the public at lower rates than authorized by the CAB. Immediate implementation of these directives is required to improve air transportation conditions and promote fair competition.
