    National Economic and Development Authority 

Until otherwise directed by me, no official or employee of the government or private individual shall be given permission to accept any scholarship, fellowship or training grant from the governments of Israel and any of the Arab countries. casia

You are hereby directed to implement this Letter of Instructions immediately.
