WHEREAS, the lack of stability in the supply of cement for government construction projects would set back the timetables for these projects and affect the over-all costs of these projects; aisa dc
WHEREAS, purchases of cement for government projects have often been made through cement dealers;
WHEREAS, the Marinduque Mining and Industrial Corporation (MARINDUQUE) produces the "ISLAND" brand of gray Portland cement, Type I at its cement plant located at Bo. Tagbac, Antipolo Rizal;
WHEREAS, the Development Bank of the Philippines and the Philippine National Bank have been providing funds for the continued operations of MARINDUQUE;
NOW, THEREFORE, to bring about stability of cement supply to government projects throughout the year, I hereby direct: cd i

The National Power Corporation
The Metropolitan Waterworks and Sewerage System
The National Irrigation Administration
The Light Railway Transport Authority
to procure all cement requirements for construction projects undertaken by their agencies from MARINDUQUE and payments for these cement deliveries be coursed through the Development Bank of the Philippines. Each agency shall enter into a Memorandum Agreement with MARINDUQUE to formalize the terms and conditions for the supply of cement, in particular the schedule and points of deliveries of the cement.
2. The Philippine Cement Industry Authority to monitor the implementation of these Instructions.
This Letter of Instructions shall take effect immediately.
