PROCLAIMING THE MONTH OF AUGUST 2009 AND AUGUST OF THE SUCCEEDING YEARS THEREAFTER AS FOUNDATION MONTH OF THE NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES (NDCP) AND THE NDCP ALUMNI ASSOCIATION AND ENCOURAGING ACTIVE PARTICIPATION FOR MASTERS OF NATIONAL SECURITY ADMINISTRATION (MNSA) GRADUATES DURING NDCP ANNIVERSARIES AND ALUMNI HOMECOMINGS, INCLUDING LOCAL, NATIONAL, REGIONAL AND GLOBAL SECURITY FORA AND CONFERENCES
WHEREAS, the MNSA Graduates of the National Defense College of the Philippines are considered the best selections of the country's leaders who are specially trained, educated and developed by the Government to become active catalysts of change as National Security Administrators;
WHEREAS, the employment of their leadership skills, well educated and expert opinions on national security matters has become an imperative in the Government's lasting search for National Security and Development.
NOW, THEREFORE, I, GABRIEL S. CLAUDIO, Acting Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby order: cTAaDC
SECTION 1. Foundation Month. — Declaring the month of August 2009 and August of the succeeding years thereafter as Foundation Month of the National Defense College of the Philippines (NDCP) and the NDCP Alumni Association.
SECTION 2. Authorization to Attend. — All heads of government agencies, departments, bureaus and offices, including government-owned and/or controlled corporations (GOCCs) and their subsidiaries/units, state universities and colleges (SUCs) authorize the attendance and participation of MNSA graduates or NDCP Alumni during NDCP and Alumni Homecomings, conferences, meetings and fora, on official business, chargeable to available funds of their respective agencies, and offices subject to accounting and auditing rules and regulations.
SECTION 3. Repealing Clause. — All issuances, rules and regulations inconsistent herewith are deemed modified or repealed accordingly.
SECTION 4. Effectivity. — This Executive Order shall take effect immediately.
