NAPOLCOM RESOLUTION NO. 115-15
PRESCRIBING THE MINIMUM STANDARDS IN THE SPECIFICATIONS FOR FACIAL COMPOSITE SYSTEM
WHEREAS, Section 14, paragraphs (i) and (m) of Republic Act No. 6975, as amended by Section 5, paragraph (a), sub-paragraphs (5) and (8) of the Republic Act No. 8551, empowers the Commission to "approve or modify plans and programs on education and training, logistical requirements, communications, records, information system, crime laboratory, crime prevention and crime reporting as well as prescribe minimum standards for arms, equipment and uniforms and, after consultation with the Philippine Heraldry Commission, for insignia of ranks, awards and medals of honor"; HTcADC
WHEREAS, pursuant to the aforecited legal prescription, the PNP through the Uniform and Equipment Standardization Board (UESB) Resolution No. 2013-19 dated February 7, 2014 has favorably submitted for the consideration of the Commission the proposed standard specifications for Facial Composite System for the use of the PNP;
WHEREAS, the Facial Composite System presented features mainly on the performance capabilities of Information Technology (IT) software program that makes graphical representation of an eyewitness' memory of a face, as recorded by composite artist, and which serves as an essential aid in the investigation of crimes, that is intended for the use of the PNP Crime Laboratory (PNPCL), as part of the Capability Enhancement Program;
WHEREAS, the PNP UESB certified that the proposed standard specifications for Facial Composite System is not tailored-fitted to any product or brand of a manufacturer/supplier available in the market;
WHEREAS, upon careful review of the records, the standard specifications for Facial Composite System is an amendment to NAPOLCOM Resolution No. 99-019 particularly on item No. 1 C.R.I.M.E.S. (Crime Reduction Image Management and Enhancement System): Module 1: Suspect ID (Facial Composite Software);
WHEREAS, upon evaluation, the Facial Composite System with some modifications is found to be in order and in conformity with the requirements of Republic Act No. 6975, as amended by Republic Act No. 8551 and its Implementing Rules and Regulations (IRR) and all other existing policies and issuances of the Commission, to meet the requirements of the PNP;
NOW THEREFORE, the Commission in the exercise of its statutory powers to administer and control the PNP, HAS RESOLVED, AS IT HEREBY RESOLVES, to adopt and prescribe the minimum standards in the specifications for Facial Composite System with modifications, to read as follows:
I. Software Components
Latest Facial Composite Computer Forensic Software with the following capability:
General Description
• The artist should be able to create near accurate image/composite as described by the eyewitness;
• The software must be able to install in laptop/netbook computers, and
• Must be able to create customizable wanted bulletins.
Composite Main Database should include:
• Face/head shape;
• Eyes;
• Ears;
• Nose, and
• Mouth.
Composite Accessory Database should include:
• Beards;
• Beard Stubbles;
• Moustaches;
• Headwear;
• Eyewear;
• Wrinkles;
• Scars/Bruises; and
• Piercings
Composite Race Database should include:
• Asian (Male and Female);
• Latin (Male and Female);
• African (Male and Female); and
• Caucasian (Male and Female).
Mode of Modification
• All composite components should be changed/resized/adjusted according to witness recall; and
• Composite should be able to depict aging.
BE IT RESOLVED FURTHER, that all other existing specifications which are inconsistent with the new minimum standards in the specifications for Facial Composite System are hereby Cancelled/Repealed/Revoked. DETACa
