The NAPOLCOM Memorandum Circular No. 002-12, issued on December 3, 2012, establishes authorized awards for non-uniformed personnel (NUP) of the Philippine National Police (PNP). This circular allows NUPs to be conferred the "Medalya ng Kasanayan" (PNP Efficiency Medal) for exceptional service and significant administrative accomplishments, and the "Medalya ng Papuri" (PNP Commendation Medal) for successful participation in police operations. Each award comes with corresponding leave/service credits, with a maximum of fifteen days allowed per year for recipients. The circular mandates the dissemination and implementation of these guidelines within the PNP and repeals any conflicting previous issuances.

NAPOLCOM MEMORANDUM CIRCULAR NO. 002-12

PRESCRIBING THE AUTHORIZED AWARDS TO BE CONFERRED TO NON-UNIFORMED PERSONNEL OF THE PHILIPPINE NATIONAL POLICE

WHEREAS, the National Police Commission (NAPOLCOM) issued Memorandum Circular No. 93-018 entitled "Prescribing the Authorized Decorations, Service Medals, Ribbons and Badges of the Philippine National Police" that provides for policies in the conferment of awards, decorations and citation badges to members of the Philippine National Police (PNP) and other qualified individuals;

WHEREAS, the abovementioned issuance was amended by Memorandum Circular No. 2006-003, specifically on the requirements to be accomplished to qualify for a particular award, and subsequently further amended by Memorandum Circular No. 2010-004 that increased the leave/service credit being given as an incentive to the awards;

WHEREAS, the PNP requested the Commission to include non-uniformed personnel (NUP) of the PNP to receive "Medalya ng Kasanayan" (PNP Efficiency Medal) and "Medalya ng Papuri" (PNP Commendation Medal);

WHEREAS, NUPs are appointed to positions which are purely administrative, technical, clerical or menial in nature and other positions which are not actually and directly related to police operation, but are performing vital support functions in the police service; TaCSAD

WHEREAS, the Commission fully recognizes the services of NUPs in the attainment of the missions and objectives of the PNP, therefore, there is a need to recognize significant contributions of NUP for the PNP organization.

NOW THEREFORE, the NAPOLCOM, pursuant to its constitutional mandate to administer and control the PNP, HAS RESOLVED TO PRESCRIBE, AS IT HEREBY PRESCRIBES, the herein listed authorized awards to be conferred to NUPs of the PNP:

1. Medalya ng Kasanayan (PNP Efficiency Medal)

 Requirements:

a) For eminently meritorious and invaluable service to merit recognition by the service as exceptional.

b) Administrative accomplishments as follows:

1. Completion of major project/study;

2. Formulation of major policy, drafting of LOI, etc.

3. Conceptualization of a major innovation in the field of PNP operation and administration;

4. Solution of major/sensational crime;

5. Garnering 1st place by himself or as member of the team in any major sport, literary and other competition;

6. Members of any PNP Technical Working Group, Committee and Board;

7. Member of the team that managed the successful conduct of major command activity, such as training and seminar; HcDATC

 Incentive:

 Four (4) days leave/service credit.

2. Medalya ng Papuri (PNP Commendation Medal)

 Requirement:

 For participation in a successful police operation in a supporting capacity (i.e., search and rescue, relief operation).

 Incentive:

 Three (3) days leave/service credit.

BE IT RESOLVED FURTHER, that the following guidelines in the availment of leave credits shall be observed:

1. A maximum limit of fifteen (15) days leave credits shall be allowed every calendar year to NUPs who will be conferred with appropriate medals.

2. Leave credits earned from the conferment of appropriate medals must be enjoyed by concerned NUP from the date of conferment onwards but not later than the last day of the next calendar year, otherwise, such unused leave credits shall be deemed forfeited.

3. In no case shall leave credits earned from the conferment of appropriate medals be added to the Accumulated Leave Credits to be used in the computation of Terminal Leave Benefits of retiring NUP.

BE IT RESOLVED FINALLY, that this Memorandum Circular shall be widely disseminated to the PNP in order to ensure its maximum adoption and implementation.

All Memorandum Circulars or issuances or any part thereof, which are inconsistent with this Memorandum Circular are repealed or amended accordingly.

This Memorandum Circular shall take effect after fifteen (15) days from the filing of a copy hereof at the University of the Philippines Law Center in consonance with Sections 3 and 4 of Chapter 2, Book VII of Executive Order No. 292, otherwise known as "The Revised Administrative Code of 1987", as amended. aCcEHS
