LETTER OF INSTRUCTIONS NO. 1077

DIRECTING THE PREPARATION OF REGIONALIZED BUDGET PROGRAMS OF NATIONAL GOVERNMENT AGENCIES AND GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS

WHEREAS, certain projects undertaken by the national government agencies and government-owned or controlled corporations are vital in the attainment of regional development goals;

WHEREAS, the full coordination of national government agencies, government-owned or controlled corporations, and local government units on project scope, location and timing will ensure greater effectiveness of government efforts in attaining regional and local development strategies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby Order and Instruct:

1. The ministries and government-owned or controlled corporations concerned shall prepare project listings for the following:

OFFICE OF THE PRESIDENT

 National Electrification Administration Electrical Distribution Systems Mini-Hydro Power Plants through Electric Cooperatives

MINISTRY OF AGRICULTURE

 Bureau of Agricultural Extension Promotion of Improved Farm Management Practices

MINISTRY OF EDUCATION AND CULTURE

2. The listings shall include the implementation schedules, total cost estimates and cash requirements of the projects for the year, identified by Region/ Province/Municipality, observing the format prescribed by the Ministry of the Budget.

3. The ministries and corporations concerned shall coordinate with local government officials in the selection of projects and determination of project sites, taking into consideration the priorities of their respective regional development plans.

4. The listings shall be submitted to the Ministry of the Budget not later than November 15, 1980 for consolidation and submission for the President's approval.
