Policy on Temporary Suspension of Processing Government Authorization to Operate Graduate Programs
CHED Memorandum Order No. 011-17, issued on April 7, 2017, temporarily suspends the processing of applications for government authorization to operate graduate programs in the Philippines. CHED MEMORANDUM ORDER NO. 011-17
| SUBJECT | : | Policy on Temporary Suspension of Processing Government Authorization to Operate Graduate Programs |
In accordance with the pertinent provisions of Republic Act No. 7722, otherwise known as the "Higher Education Act of 1994" and by virtue of Commission en banc Resolution No. 233-2017 dated March 30, 2017, and in view of the need to rationalize and upgrade the standards of graduate education in the country, a policy on temporary suspension of processing of applications for Government Authorization to operate graduate programs is hereby issued by the Commission.
In the meantime that the revised general policies, standards and guidelines (PSG) for Graduate Education is being formulated, the following shall be implemented:
1. New applications for graduate programs shall not be accepted until after the revised policies, standards and guidelines (PSG) for Graduate Education is issued, including non-conventional programs such as Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), Transnational Education (TNE) and Open Distance Education (ODE).
2. Applications received by the Commission before the issuance of this CMO which are already compliant with the minimum requirements will be processed. However, applications which are not compliant with the minimum requirements, processing shall be held in abeyance pending issuance of the revised PSG for Graduate Education.
3. This suspension policy shall cover all public and private higher education institutions (HEIs).
All CHED Regional Offices are directed to forward immediately to CHED-Office of Programs and Standards Development all applications received for government authorization before the issuance of this CMO.
This CMO shall take effect immediately.
