DBM NATIONAL BUDGET MEMORANDUM NO. 097-A-04

| SUBJECT | : | Policy Guidelines and Procedures in the Preparation of the FY 2005 Budget Proposals |
1.0 Consistent with item 2.1 of the Budget Framework of NBM 97 which provides for the submission of two appropriations proposal to Congress, namely the annual general appropriations proposal and a supplemental appropriations proposal, an amended BP Form 201 — Summary of Obligations and Proposed Programs/Projects is hereby issued:
1.1 The first form presented as BP Form 201 — Summary of Obligations and Proposed Programs/Projects under the General Appropriations Proposal shall be consistent with the indicative budget ceiling of each agency.
1.2 The second form, BP Form 201 — Summary of Obligations and Proposed Programs/Projects under the Supplemental Appropriations Proposal covers the requirements for expanded and new program and project initiatives of agencies.
2.0 Separate BP Forms 201-A, B and C for FY 2005 General Appropriations Proposal and FY 2005 Supplemental Appropriations Proposal shall likewise be submitted.
