Executive Order No. 866, issued on March 9, 2010, reorganizes the administrative structure of the Office of the President by placing the Presidential Legislative Liaison Office (PLLO) under the supervision of the Office of the Presidential Adviser for Special Concerns. This action is in accordance with the President's constitutional authority to manage executive departments and ensure the faithful execution of laws. The order also repeals or modifies any previous regulations that conflict with this directive. It takes effect immediately upon issuance.

EXECUTIVE ORDER NO. 866

PLACING THE PRESIDENTIAL LEGISLATIVE LIAISON OFFICE UNDER THE SUPERVISION OF THE OFFICE OF THE PRESIDENTIAL ADVISER FOR SPECIAL CONCERNS

WHEREAS, Section 17, Article VII of the Constitution provides that the President shall have control of all executive departments, bureaus and offices and shall ensure that all laws be faithfully executed; aEHIDT

WHEREAS, paragraph 2, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 grants to the President continuing authority to reorganize the administrative structure of the Office of the President.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

SECTION 1. The Presidential Legislative Liaison Office (PLLO) is hereby placed under the supervision of the Office of the Presidential Adviser for Special Concerns.

SECTION 2. Section 2 of Executive Order No. 344 (dated 09 August 2004), as well as all orders, rules, regulations and issuances or parts thereof inconsistent with this Executive Order, is hereby repealed or modified accordingly.

SECTION 3. This Executive Order shall take effect immediately.
