Philippine National Police Custodial Center
OCA Circular No. 76-10, issued on May 31, 2010, directs all judges of various trial courts in the Philippines to refrain from committing detainees to the Philippine National Police (PNP) Custodial Center. This directive comes as the PNP has temporarily halted the admission of new detainees while upgrading the facility and preparing to transfer existing detainees to the Bureau of Jail Management and Penology and other detention centers. The Philippine National Police (PNP) has adopted measures to upgrade the management of the PNP Custodial Center.
To support this project, the Philippine National Police has sought the assistance of this Office to advise all lower courts to refrain from issuing orders committing detainees at the PNP Custodial Center considering that the Center has temporarily discontinued the admission and acceptance of detention prisoners within its facility and has prepared the necessary effort for the transfer of several of the detainees to the Bureau of Jail Management and Penology and other detention facilities.
In view of the foregoing, you are hereby directed to refrain from issuing orders committing detainees at the PNP Custodial Center.
