Letter of Instructions No. 373, issued on February 15, 1976, mandates the integration of Kabataang Barangay (KB) activities into academic requirements for its members. Specifically, the time spent by KB members on authorized governmental duties and training programs, such as the Youth Development Training and ROTC, will be credited towards their school attendance and academic obligations. Additionally, attendance at Leadership Training Seminars organized by the Department of Local Government and Community Development will also count towards their academic or civic program requirements. Certification from the relevant agencies is necessary for accreditation of these activities. Compliance with this directive is required.

In the interest of Kabataang Barangay (KB) Organizations, the officers and member thereof, and with the end in view of ensuring sustained encouragement for the same, in the performance of their duties, functions and responsibilities, you are hereby directed to facilitate the immediate and efficient implementation of the following: casia
1. The time of attendance of Kabataang Barangay members in the performance of their official and legitimate governmental duties and/or activities duly authorized by the President through the Department of Local Government and Community Development shall automatically be credited to their academic requirements and/or compulsory training such as the Youth Development Training (YDT); Citizen's Army Training (CAT); Reserve Officers Training Course (ROTC); or Women's Auxiliary Training Course (WATC) to offset their absences in schools while in the performance of the above.
2. The attendance of Kabataang Barangay Leadership Training Seminars, conducted by the Department of Local Government and Community Development shall also automatically be credited to their academic or Youth Civic Action Program (YCAP) time.
3. The attendance of and/or participation in all legitimate activities by the Kabataang Barangay members, in order to have the due accreditation must be duly certified by the agencies concerned.
Strict compliance with this Letter of Instructions is desired.
