SUPREME COURT MEMORANDUM ORDER NO. 23-07
| TO | : | All Justices of the Court of Appeals, Sandiganbayan and Court of Tax Appeals; and all judges of the Regional Trial Courts, Metropolitan Trial Courts, Municipal Trial Courts, Municipal Trial Courts in Cities, Municipal Circuit Trial Courts and Shari'a District Courts; and |
| All lawyers in the Supreme Court and the lower courts, the Office of the Court Administrator and the Philippine Judicial Academy |
Whereas, under Rule 139-A of the Revised Rules of Court, all persons whose names appear or may hereafter be included in the Roll of Attorneys of the Supreme Court compose the Integrated Bar of the Philippines;
Whereas, the same Rule provides that all members of the Integrated Bar of the Philippines shall pay such annual dues as the IBP Board of Governors shall determine with the approval of the Supreme Court; and that the default by a member in the payment of the annual dues may result in his/her suspension in the IBP or the removal of his/her name from the Roll of Attorneys; and
Whereas, the National President of the Integrated Bar of the President has transmitted, through a letter dated May 8, 2007, to the Chief Justice the roster of delinquent members who are incumbent Justices and judges of the Judiciary who have failed to pay their IBP annual membership dues for three (3) consecutive years although they had been given notice and/or sent demands for payment;
Now, Therefore, all Justices of the Court of Appeals, Sandiganbayan and Court of Tax Appeals; all judges of the Regional Trial Courts, Metropolitan Trial Courts, Municipal Trial Courts, Municipal Trial Courts in Cities, Municipal Circuit Trial Courts and Shari'a District Courts; and all full-fledged members of the Philippine Bar who occupy positions in the courts, the Office of the Court Administrator and the Philippine Judicial Academy are directed to pay their annual membership dues (for the current year and past years, if any) in the Integrated Bar of the Philippines. Such dues should be paid on or before June 30, 2007. IDCcEa
The Integrated Bar of the Philippines shall make appropriate arrangements with the administrative officials of the Supreme Court, Court of Appeals, Sandiganbayan and Court of Tax Appeals and the clerks of courts of the courts stationed in the National Capital Judicial Region so that authorized accountable IBP collecting personnel can proceed to the offices of these courts for the purpose of receiving payments of annual IBP membership dues. In the case of the courts stationed outside of the National Capital Judicial Region, the IBP shall cause the IBP chapter officials to coordinate with the clerks of court of the said courts so that authorized collecting personnel of the local chapters can be accommodated in the Halls of Justice and courthouses to receive payments of annual IBP membership dues.
