The OCA Circular No. 40-11, issued on March 7, 2011, mandates judges and court personnel to participate in an assessment of the Judicial Case Management System (JCMS). This system aims to enhance case management efficiency, standardize processes, and ensure judicial accountability and transparency. The JCMS includes several modules for electronic assessment, case raffling, and monitoring, currently being pilot-tested in selected courts. Attendance at the assessment is mandatory and participants are required to manage their court schedules accordingly, with no substitutes allowed. The results will inform future enhancements and rollout strategies for the JCMS.

SUBJECT : Participation to the JCMS Assessment

 

WHEREAS, the Committee on Computerization and Library (CCL), with recommendation from the Judicial Reform Support Program (JRSP) Management Committee, directs an assessment of the Judicial Case Management System (JCMS), a unified case management system for the Judiciary, in March 2011. 

WHEREAS, the overall goal of the Judicial Case Management System (JCMS) is to support effective case management and improve efficiency of processes, thus, affecting employee productivity and enhancing judicial accountability and transparency. The JCMS is aimed to: (1) manage cases effectively; (2) standardize and streamline processes while maintaining data integrity; (3) monitor case-related activities; (4) make information available to various offices involved in the process; (5) maintain confidentiality of sensitive information through security features; (6) provide public access and transparency through online publishing of selected information.

WHEREAS, the JCMS, composed of the following modules — (1) Electronic Assessment and Cashiering to facilitate electronic recording of payments being received by the Offices of the Clerk of Court; (2) Electronic Raffling to facilitate raffle or distribution of cases across the branches of the trial courts; and (3) Case Monitoring and Tracking to organize case events showing status, schedules, statistics, reports, and other case-related activities — is being pilot-tested in the 21 courts of Lapu-Lapu City and Pasay City and 34 Office of the Clerk of Court (OCC) in the National Capital Region, Lapu-Lapu City, and Iloilo City; pilot testing covered new cases filed starting 2009. 

WHEREAS, the assessment aims to determine the suitability of the technical development and implementation vis-à-vis the operational procedures of the three existing modules. It also aims to determine the viability of the system for roll-out to first and second level courts. The results of the assessment will guide the CCL on the strategic directions of enhancing the system and the MISO on the changes needed to be incorporated into the JCMS and in the implementation of the roll-out. WHEREFORE, IN VIEW OF THE FOREGOING, the following Judges and Court Personnel of the Pasay City Courts are required to attend the Focus Group Discussion to assess the JCMS on 07 March 2011, at the Training Room, Ground Floor, Centennial Building, Supreme Court, Padre Faura Street, Ermita, Manila from 1:00 to 4:00 pm.

The attendance of the participants in the JCMS Assessment shall be MANDATORY and on OFFICIAL BUSINESS. No companion and substitution of participants shall be allowed.

The participants should see to it that their respective court calendars are properly managed and the parties are notified in advanced of any cancelled hearing.
