MEMORANDUM CIRCULAR NO. 130
DIRECTING THE HEADS OF ALL DEPARTMENTS, BUREAUS AND AGENCIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, AND STATE UNIVERSITIES AND COLLEGES, TO SEND PARTICIPANTS TO THE LAUNCHING OF THE LIVELIHOOD FINANCING FACILITY PROGRAM FOR GOVERNMENT EMPLOYEES
To allow state workers greater access to micro, small and medium enterprises (MSME) services that government provides to help alleviate poverty and promote sustainable economic growth, a livelihood financing facility program for government employees shall be launched on May 2, 2007 at the Philippine Trade and Training Center.
All heads of national government departments, bureaus and agencies, including government-owned and controlled corporations, government financial institutions, and state universities and colleges, are hereby enjoined to participate in the activity. For the purpose, they shall authorize the attendance to the event, on official time, of a maximum of five (5) of their officials and employees, to include at least one representative each from their respective government employees organization and human resource development unit based in the National Capital Region. The heads shall require their agency representatives to echo the information/learnings from the event to their fellow employees. ADHCSE
The participants' expenses, such as transportation and meal allowance, shall be chargeable against the funds of their respective agencies/offices, and subject to the usual accounting and auditing rules and regulations.
This Memorandum Circular shall take effect immediately.
