ORIENTATION FOR REGIONAL AND SCHOOLS DIVISION OFFICES ON MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT SERVICES IN THE TIME OF COVID-19 FOR LEARNERS AND DEPED PERSONNEL

1. The Department of Education (DepEd), through DepEd Order (DO) No. 12, s. 2020 (Adoption of the Basic Education Learning Continuity Plan for School Year 2020-2021 in Light of the COVID-19 Public Health Emergency), recognizes as a priority the promotion and protection of the mental health and general welfare of learners and personnel in the time of the COVID-19 pandemic. As such, DepEd Order No. 14, s. 2020 (Guidelines on the Required Health Standards in Basic Education Offices and Schools) details the provision of mental health and psychosocial support services (MHPSS) to increase the mental resilience of learners and DepEd personnel.
2. In accordance with the above, the Disaster Risk Reduction and Management Service (DRRMS), under the leadership of the Office of the Undersecretary for Administration and in coordination with various DepEd Central office units, is conducting Mental Health and Psychosocial Support Services (MHPSS) for teaching and non-teaching personnel and learners from July to August, in preparation for the opening of classes, as part of the Brigada Eskwela activities.
3. The MHPSS activities are co-organized with the following DepEd Central Office Units, together with Unilab Foundation, Inc. (UFI), Philippine Guidance and Counseling Association (PGCA), Inc., and the Psychological Association of the Philippines (PAP):
a. Office of the Undersecretary for Field Operations;
b. Office of the Undersecretary for Legislative Affairs, External Partnerships and Project Management;
c. Bureau of Human Resources and Organizational Development (BHROD);
d. External Partnership Service (EPS);
e. Bureau of Curriculum Development (BCD);
f. Bureau of Learning Development (BLD);
g. Bureau of Learning Resources (BLR);
h. National Educators Academy of the Philippines (NEAP);
i. Bureau of Learners Support Services-School Health Division (BLSS-SHD); and
j. Bureau of Learners Support Services-Youth Formation Division (BLSS-YFD).
4. In line with this, an Orientation for Regional and Schools Division Offices on Mental Health and Psychosocial Support Services in the Time of COVID-19 for Learners and DepEd Personnel will be conducted 02 July 2020. The online orientation aims to:
a. Establish the importance of MHPSS interventions;
b. Identify MHPSS activities of DepEd; and
c. Provide guidance to ROs and SDOs in the implementation of MHPSS activities.
