Organization of a Cabinet-Level Committee on Economic Matters Pertaining to ASEAN
Letter of Instructions No. 470, issued on October 4, 1976, directs the National Economic and Development Authority (NEDA) to establish a cabinet-level committee focused on ASEAN economic matters. This committee will include various economic ministers and the Governor of the Central Bank, with the Secretary of Foreign Affairs participating for coordination. The committee's primary task is to make recommendations for structuring the ASEAN secretariat related to economic committees, while NEDA will oversee the committee's operations. The Central Bank is also instructed to provide necessary support for the secretariat's functions.

In order to accelerate all economic agreements within ASEAN, the NEDA is directed to organize a cabinet-level committee on Economic matters pertaining to ASEAN, to be composed of Economic Ministers, to include the following: cd i
Secretary of Industry
Secretary of Trade
Secretary of Finance
Secretary of Agriculture
Secretary of Public Works, Transportation and Communication
Governor, Central Bank of the Philippines
Secretary of Economic Planning (NEDA Director-General)
This Committee may be augmented in membership as the requirements of the ASEAN Economic Ministers expand. The Secretary of Foreign Affairs will, for coordinative purpose, be also a member of this Committee.
The Committee will be under the coordination of the NEDA.
The Committee should meet immediately to make recommendations for the structuring of the ASEAN secretariat with respect to all economic committees in this secretariat, so that I can give instructions in this matter.
The Central Bank will provide support as required for the operations of the secretariat.
