PRESIDENTIAL DECREE NO. 1498
PROMULGATING A NATIONAL SECURITY CODE OF THE PHILIPPINES *
WHEREAS, the defense of the State is a prime duty of the Government and the citizens of the Republic; casia
WHEREAS, past and contemporary events have clearly shown the persistence of those who, through organized, systematic and determined efforts, by various ways and means, seek to undermine, subvert and overthrow our democratic form of government;
WHEREAS, in order to meet the continuing threats to the existence, security and stability of the State, necessary measure have been adopted to protect and strengthen the national security of the Republic of the Philippines;
WHEREAS, it has become necessary to compile and translate into codal form relevant Decrees, General Orders, Letters of Instructions and policies;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby promulgate, order and decree a National Security Code consisting of Annex "A" hereof, a compilation of all Decrees, General Orders, Letters of Instructions and policies as they pertain to National Security and Public Order.
