Proclamation No. 2415, issued on April 20, 1985, authorizes the Drug Abuse Rehabilitation Network, Inc. (DARN) to conduct a national fund campaign from March 15, 1985, to March 14, 1986, to combat drug abuse in the Philippines. Recognizing the detrimental effects of narcotics on society, particularly youth, the government emphasizes the importance of rehabilitating drug dependents and promoting preventive education. DARN, a non-profit agency, requires public support to fulfill its mission. The proclamation calls on all citizens to participate in the campaign to help reintegrate affected individuals back into society.

PROCLAMATION NO. 2415
AUTHORIZING THE DRUG ABUSE REHABILITATION NETWORK, INC. (DARN), TO CONDUCT A NATIONAL FUND CAMPAIGN DURING THE PERIOD FROM MARCH 15, 1985 TO MARCH 14, 1986
WHEREAS, narcotics and dangerous drugs are deleterious because they constitute a threat to the fabric of morality undermining the character and spirit of our people, and producing their particular form of destruction without force and violence especially on youthful citizens of our country;
WHEREAS, it is the abiding concern of the Government, as well as of all civic-conscious citizens from the various sectors of society, to combat the evils of drug abuse so as to preserve, nourish and develop the health and welfare of out youth and prepare them for dynamic roles in future society, and
WHEREAS, the DRUG ABUSE REHABILITATION NETWORK, INC. (DARN), a private, non-stock, non-profit agency duly accredited by the Government to operate and maintain a treatment and rehabilitation center for drug dependents and to conduct preventive education and community information, needs unconditional public support;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby authorized the Drug Abuse Rehabilitation Network, Inc. (DARN), to conduct a national fund campaign during the period from March 15, 1985 to March 14, 1986, provided it shall comply with the requirements of Sections 3, 4, 5, and 6 of Dangerous Drugs Board Regulation No. 2, series of 1984, dated May 23, 1984.
I call upon all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate actively in this drive and thus help in the rekindling of hopes and aspirations of the youth especially those afflicted by this malady, so that they may be re-integrated back to society as useful and productive citizens.
