Moratorium on the Issuance of License to Sell for Development Projects Within Ancestral Lands and/or Ancestral Domain
On February 8, 2012, the Housing and Land Use Regulatory Board (HLURB) issued Administrative Order No. 01-12, which declares a moratorium on the issuance of licenses to sell for development projects on ancestral lands and domains. This decision arose from concerns regarding the conflicting provisions within the Indigenous Peoples Rights Act (IPRA) and issues related to the sale of ancestral lands to non-indigenous individuals. The moratorium aims to prevent dubious transactions and protect the rights of Indigenous Cultural Communities until clearer guidelines are established. The order took effect on March 1, 2012, following its publication in The Philippine Star.
