Modifications on National Dairy Authority (NDA) Rationalization

GCG MEMORANDUM ORDER NO. 2014-15

MODIFICATIONS ON NATIONAL DAIRY AUTHORITY (NDA) RATIONALIZATION

WHEREAS, the Governance Commission for GOCCs (GCG) pursuant to Republic Act No. 10149 (R.A. No. 10149) mandates the GCG to "evaluate the performance and determine the relevance of the GOCC, to ascertain whether such GOCC should be reorganized, merged, streamlined, abolished or privatized, in consultation with the department of agency to which a GOCC is attached";

WHEREAS, the GCG rationalized the NDA by virtue of GCG Memorandum Order (M.O.) 2014-02 dated 04 February 2014 approving a total of two hundred thirty-three (233) plantilla positions;

WHEREAS, the NDA requested for the removal in the approved functional description, a function relating to dairy veterinary public health;

WHEREAS, the NDA also requested for the combination of functions of two (2) plantilla positions and replace the other with a new position;

WHEREAS, the Food Safety Act of 2013 1 (Act) mandated NDA to perform safety regulatory functions pertaining to milk production and its post-harvest handling;

WHEREAS, in order to ensure the production and distribution of quality milk and dairy products in accordance with the Act, a veterinarian position is necessary to ensure that only healthy and disease-free animals are milked;

WHEREAS, the rationalized structure of the NDA does not contain any veterinary or animal health position;

WHEREAS, the Commission has determined that it is in the best interest of the State and the public to retain the function of dairy veterinary public health and reorganize NDA's Organizational Structure and Staffing Pattern (OSSP), as enumerated hereunder;

NOW, BE IT —

RESOLVED, in the approved OSSP of the NDA, under the Milk Quality Assurance and Product Development Division (MQAPDD), one (1) of the two (2) Laboratory Technician III positions is hereby converted into one (1) Veterinarian IV position, thus:

RESOLVED FURTHER, that the request to transfer the functions of Project Development Officer (PDO) IV [Enterprise Development Officer] into that of PDO IV (Market Officer) for each dairy zone is APPROVED; ADEacC

RESOLVED FURTHER, that the position PDO IV (Enterprise Development Officer) for each dairy zone in NDA's DSSP is retitled as PDO IV (Dairy Production/Animal Husbandry Officer), thus:

RESOLVED FINALLY, that in order to assist the MQAPDD, particularly the Veterinarian IV position in monitoring the health of dairy animals in each dairy zone, the NDA shall include in the functional descriptions of the PDO IV (Dairy Production/Animal Husbandry Officer) position the following statement:

Coordinates with and/or assists the veterinarian under the Milk Quality, Assurance and Product Development Division on matters relating to veterinary public health.
