Mandatory Philippine National Standards
DTI Department Administrative Order No. 005-91 mandates the implementation of specific Philippine National Standards (PNS) to ensure consumer protection. It requires manufacturers, distributors, importers, and retailers of designated products—such as fire extinguishers and pozzolan cement—to comply with these standards. Additionally, manufacturers must obtain a PS Quality Certification Mark from the Bureau of Product Standards (BPS), while importers need a commodity clearance prior to customs release. The BPS will create guidelines for implementation, considering various industry capabilities, and may enlist organizations to assist with product inspection and testing. The order emphasizes coordination with DTI regional offices for effective enforcement.
