REPUBLIC ACT NO. 4911
AN ACT MAKING THE COLLEGE OF PUBLIC ADMINISTRATION OF THE UNIVERSITY OF THE PHILIPPINES A MORE EFFECTIVE TRAINING INSTITUTION
SECTION 1. In order to carry out the objectives of the College of Public Administration, University of the Philippines as an established institution involved in the endeavor in improving Philippine public administration, modernizing the administrative system and increasing the capacity of the governmental machinery to promote social and economic development, there is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of two million five hundred thousand pesos annually for two years for the construction or acquisition of the necessary building and other physical facilities and equipment of the said College of Public Administration of the University of the Philippines beginning in the fiscal year nineteen hundred sixty-seven and nineteen hundred sixty-eight: Provided, That the sum of six hundred fifty thousand pesos is appropriated for the operating expenses of the College for the fiscal year nineteen hundred sixty-seven and nineteen hundred sixty-eight: Provided, further, That at least the sum of seven hundred thousand pesos shall be appropriated every year thereafter, beginning with the next succeeding fiscal year, out of any funds in the National Treasury not otherwise appropriated, for the continued support of the College. cd i
SECTION 2. The President and the Board of Regents of the University of the Philippines, on recommendation of the Head of the College of Public Administration, shall appoint and fix the compensation of the faculty, and other personnel of the College, any law to the contrary notwithstanding.
SECTION 3. The different department, agencies and subdivisions, as well as government-owned or controlled corporations of the Philippine Government are hereby authorized to utilize savings from any item or items of their appropriations to cover fees and other necessary expenses as may be required of their scholars attending the academic programs of the College.
SECTION 4. The College of Public Administration may for the purpose of this Act obtain the services of professional or technical personnel of any agency of the Philippine Government or from the private sector, to provide instruction, perform research, and such other activities as may be necessary. The College of Public Administration may impose and collect fees for projects requiring consultancy, feasibility studies, research and other services, which fees shall accrue to a revolving fund of the College. Such personnel or agencies involved in these undertakings shall be given honorarium or paid on a contractual basis by the University of the Philippines upon recommendation of the Head of the College of Public Administration, any law to the contrary notwithstanding.
SECTION 5. This Act shall take effect upon its approval.
