BI OPERATIONS ORDER NO. SBM-2015-026
LIST OF COUNTRIES WHOSE NATIONALS MAY BE ADMITTED INTO THE COUNTRY WITH PASSPORTS OF LESS THAN SIX (6) MONTHS VALIDITY FROM DATE OF ARRIVAL
WHEREAS, the Department of Justice (DOJ) issued Department Circular No. 032 effective 15 July 2015 allowing entry of foreign nationals with passports or official travel documents of less than six (6) months validity from date of arrival provided that:
a. They are nationals from countries allowed entry to the Philippines without a visa for a stay not exceeding thirty (30) days under Executive Order No. 408 and the appropriate Foreign Service Circular (FSC) issued by the Department of Foreign Affairs (DFA);
b. Their embassy or consulate located in the Philippines are authorized to renew or extend the validity of their passport or official travel document; and
c. There exists no other ground to deny them entry into the Philippines under existing laws, rules and regulations;
NOW, THEREFORE, pursuant to the above-cited Department Circular No. 032, in relation to the rule-making authority of the Commissioner of Immigration under Section 3 of Commonwealth Act No. 613, as amended, the following is the list of countries whose nationals may be admitted into the country with passports or official travel documents of less than six (6) months validity from date of arrival:

9. Canada
10. Chile
11. Cyprus
12. Ecuador
13. France
14. Germany
15. Greece
16. Iceland
17. Indonesia

20. Italy
21. Japan
22. Korea
23. Kuwait
24. Laos
25. Mexico
26. Myanmar
27. Netherlands
28. New Zealand
29. Niger
30. Papua New Guinea acEHCD
31. Peru
32. Portugal
33. Romania
34. Saudi Arabia
35. Singapore
36. Spain
37. Switzerland
38. Thailand
39. Turkey
40. United States of America
41. Venezuela
The Bureau of Immigration National Operations Center (BINOC) shall regularly update the above list by confirming with all embassies and consulates located in the Philippines on their authority to renew or extend the validity of passports or official travel documents of their respective nationals and, on the basis thereof, recommended to the Commissioner any addition or deletion thereto.
This Operations Order shall take effect immediately.
Furnish a copy of this Order to the Office of the National Administrative Register (ONAR), U.P. Law Center, University of the Philippines, Diliman, Quezon City.
