Limiting Approval of Foreign Obligations Secured by Guarantees to Highly Meritorious Projects
Letter of Instructions No. 1366, issued by President Ferdinand E. Marcos on November 5, 1983, mandates that all government financial institutions and government-owned corporations in the Philippines cease the extension of guarantees for foreign loans and obligations related to the private sector. The directive aims to mitigate the country's foreign exchange liabilities and restrict the approval of foreign loans to highly meritorious projects. The Central Bank is also instructed not to register such foreign obligations secured by government guarantees. However, exceptions are made for certain financial instruments like bid bonds and performance bonds related to overseas projects. This order is effective immediately.
