Supreme Court Circular No. 008-A-93 mandates that, effective March 1, 1993, all Clerks of Court across various levels of the judiciary must deposit collections from bailbonds, rental deposits, and other fiduciary funds with the Land Bank of the Philippines (LBP), the designated government depository bank for the judiciary. In areas lacking LBP branches, collections should be deposited in a local rural bank, with the Supreme Court’s Accounting Division being informed of the selected institution. If no LBP branch is available, funds must be sent via postal money order to the Chief Accountant of the Supreme Court by 3:00 PM weekly. Additionally, Clerks must report unwithdrawn Fiduciary Fund Deposits with the Philippine National Bank by February 28, 1993, with non-compliance resulting in salary withholding. Effective March 1, 1993, all Clerks of Courts of lower Courts are hereby DIRECTED to deposit all collections from bailbonds, rental deposits and other fiduciary collections, upon receipt thereof, following the same guidelines laid out in Circular No. 13-92 of this Court dated March 1, 1992, with the LAND BANK OF THE PHILIPPINES (LBP), the authorized government depository bank for the Judiciary. In localities where the LBP has no branches, the Clerk of Court shall deposit all collections with any Rural Bank in the area furnishing the ACCOUNTING DIVISION, SUPREME COURT, the selected Rural Bank.
Where there is no LBP branch at the station of the judge concerned, the collections shall be sent by postal money order payable to the Chief Accountant of the Supreme Court, at the latest before 3:00 P.M. of that particular week.
All Clerks of Courts are further DIRECTED to submit to the ACCOUNTING DIVISION, SUPREME COURT, statement of unwithdrawn Fiduciary Fund Deposits with the Philippine National Bank (PNB) as of February 28, 1993. The salaries of the concerned Clerk of Court shall be withheld upon failure to comply within the specified period.
