DOH ADMINISTRATIVE ORDER NO. 1977-0311
| SUBJECT | : | Labelling Requirements of Hazardous Substances |
1. Under authority of Sec. 2 of P.D. 881, the following rules and regulations relative to Sec. 1 (n) of the same PD governing labeling requirements is hereby promulgated.
2. The label of hazardous substance shall bear the following information:
a. The name and place of business of the manufacturers, packer, distributor, or seller. IScaAE
b. The common or usual name of the chemical name (if there is no common or usual name) of the hazardous substantially to its hazards, unless the Secretary by regulation permits or required the use of a recognized generic name. (when the sole hazard from substance is that it is when the sole hazard from a substance is that it is flammable or extremely flammable, the name of the component which contributes the hazard need not named)
c. The signal word "DANGER" on substances which are extremely flammable, corrosive, or highly toxic;
d. The signal word "WARNING" or "CAUTION" on all other hazardous substances;
e. An affirmative statement of the principal; hazard or hazards, such as "FLAMMABLE", "VAPOR HARMFUL", "CAUSING BURNS", "HARMFUL OR FATAL IF SWALLOWED" or similar wording to describe the hazard; CTSHDI
f. Precautionary measures describing the action to followed or avoided, such as "Do not take internally", "Avoid breathing dust (or vapor)", "Avoid contact with eyes and prolonged contact skin", "Use only in a well ventilated area", except when this requirement is modified by regulations;
g. Instruction, when necessary or appropriates, for first-aid treatment, "This may need to be supplemented with the statement: "Call a physician immediately";
h. The word "POISON" and the skull and crossbones symbols for any highly toxic substance, or when required by the regulation for special hazardous substance;
i. Instructions for handling and storage of packages requiring special care in handling or storage such as "Keep away from heat or open flame", Do not expose to heat or store at temperature above 120ºF (for pressurized container); HSIADc
j. The statement "Keep Out of Reach of Children" or its practical equivalent, or if the article is intended for use by children and is not banned hazardous substance, adequate directions for the protection of children from the hazardous substance therein.
3. The signal word, the affirmative statement of the principal hazard or hazards, and any cautionary information shall appear on the main panel of the label. The balance of the required cautionary information may appear elsewhere on the label. Such information must be in conspicuous and legible type in contrast with other printed matter on the label, by typography, layout or color.
4. The signal word and statement of hazard shall be in capital letters and of suitable size. ICcDaA
5. For articles not sold in packaged form, the necessary warnings may appear on the article itself, or, if this is not possible, the warning must be placed on a sticker or tag securely fastened to the article.
6. This regulation shall take effect 30 days after publication in the Official Gazette or in a newspaper of general circulation.
