Quoted hereunder is the pertinent portion of the Resolution of the Honorable Court En Banc dated 27 January 2004 issued in A.M. No. 03-03-01-SC, to wit:
"(a) . . . Sections 447, 458 and 468 of the Local Government Code, and Budget Circular Nos. 55 (dated 15 March 1994) and 62 (dated 29 July 1996) of the Department of Budget and Management, allow receipt by all judges of the first and second level courts of allowances/honoraria granted by the proper local government units, subject to the conditions/limitations set by the said Code and Budget Circulars; . . . "
