Batas Pambansa Blg. 642, enacted on November 21, 1983, authorizes the issuance of Transfer Certificates of Title to beneficiaries of the National Housing Authority (NHA) within the Tala Estate Reservation. This law allows the registration of deeds of conveyance and mortgage executed by the NHA in the Office of the Register of Deeds of Caloocan City without needing the owner's duplicate of the title. The Register of Deeds is empowered to issue new titles based on original documents held in the Registry of Deeds of Rizal and Caloocan City. The Act took effect upon its approval and was published in the Official Gazette on October 8, 1984.

AN ACT AUTHORIZING THE ISSUANCE OF TRANSFER CERTIFICATES OF TITLE TO PROJECT BENEFICIARIES OF THE NATIONAL HOUSING AUTHORITY WITHIN THE TALA ESTATE RESERVATION ON THE BASIS OF THE TRANSFER CERTIFICATES OF TITLE ON FILE IN THE REGISTRY OF DEEDS OF RIZAL AND/OR IN THE REGISTRY OF DEEDS OF CALOOCAN CITY
SECTION 1. Any provision of law to the contrary notwithstanding, all registrable deeds of conveyance and/or mortgage and other documents executed by the National Housing Authority pursuant to Proclamation No. 843 in favor of its intended project beneficiaries shall be registered in the Office of the Register of Deeds of Caloocan City without need of presenting the owner's duplicate of the certificate of title covering the area thus conveyed or encumbered. In all cases of transfers of ownership to project beneficiaries of the Authority, the Register of Deeds of Caloocan City is authorized to issue the corresponding new transfer certificates of title on the basis of the original copies of Transfer of Certificates of Title Nos. 34591 thru 34637 which are in the custody of the Register of Deeds of Rizal and/or the Register of Deeds of Caloocan City. acd
SECTION 2. This Act shall take effect upon its approval.
