LETTER OF INSTRUCTIONS NO. 567

WHEREAS, the processing of applications for, and annual preparation and issuance of, licenses and permits take a considerable amount of man-hours and resources for the agencies engaged in such activities resulting in increased costs;
WHEREAS, expenditures for the issuance of licenses and permits can be reduced by issuing them with a validity period of more than one year; cd i
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby order and direct the following measures to effect greater economy in government operations:
1. All Heads of Departments, Bureaus, Offices and Agencies whose function, among other things, is to issue licenses and/or permits, or renewals thereof, for purposes of regulation or registration, shall make appropriate studies, and recommend measures whereby such licenses and/or permits and renewals with a validity period of preferably not less than three years, instead of only one year can be issued, without prejudice to the collection of authorized fees or charges covering the extended period. cd
2. Such studies will look into the possibility and feasibility of further simplifying the processing of applications for, and issuing licenses and/or permits, and through the agencies' regional offices.
3. The studies shall be completed within sixty (60) days of date hereof and shall be submitted to the National Cost Reduction Committee created by LOI No. 506, through the Management Office of the Budget Commission.
4. The Management Office of the Budget Commission shall provide technical assistance to the agencies concerned in implementing these instructions in accordance with LOI No. 506 and shall submit progress reports to the President of their compliance.
