SUBJECT : Issuance of "Certified True Copy" and "For Reference" Copy of Certificate of Title from Microfilm

 

In the interest of the service, and to rationalize the issuance of microfilmed certificates of title for LRA use and for public consumption, the following guidelines shall be observed in requesting for certified true copy or for reference copy of titles from microfilm:

1. For Central Office:

 A request form (sample attached) shall be accomplished to be signed and approved by the Division Chief or Department Chief concerned and submitted to the Micrographics and Computer Division (MCD). A certified true copy shall be stamped with the certification (sample attached) and the "Note: For LRA Official Use Only — For Internal Reference Only" (sample attached) while a reference copy shall carry only the stamp "Note: For LRA Official Use Only — For Internal Reference Only".

2. For Registry of Deeds:

 A letter request signed or approved by the Registrar or Deputy Registrar of Deeds shall be submitted to the MCD. In cases where the title requested by an RD (RD1) was actually microfilmed in another RD (RD2), RD (RD1) should first request a copy of the title from the RD (RD2) where the title was microfilmed and in turn the RD (RD2) will indorse the request to the MCD to issue the title from microfilm. A certified true copy shall be stamped with the certification and the "Note: For LRA Official Use Only — For Internal Reference Only". A reference copy shall be stamped with the "Note: For LRA Official Only — For Internal Reference Only".

3. For Public request:

a) A letter request from the public shall be submitted to the Office of the Micrographics and Computer Division (MCD) together with the corresponding payment and requirements (Identification Card of the requesting party, photocopy of tax declaration and title being requested). The MCD, after processing the request, will release a print-out copy of microfilmed to the public. A certified true copy shall be stamped with the certification and the "Note: Not Valid for Registration for Reference Only".

 CERTIFICATION FEE — P24.00 + P6.00 for each additional page

 Documentary Stamp may be affixed to documents for legal purposes.

b) Upon written request from the public (individual, government agencies or private entities) stating the purpose thereof and approved by the Administrator or Deputy Administrator, the MCD shall provide listings of titles from LANDSYS (Computerized land Title Verification System) wherein only the registered owner's name was searched. A minimum fee of P10.00 shall be paid for below three (3) records (title) and P4.00 per record for more than three records (title) searched.

For LRA personnel and Registrar of Deeds, the request should clearly state whether the purpose is for a certified true copy or for reference copy.
