LETTER OF INSTRUCTIONS NO. 498
TO : The Director of Civil Aviation
In line with the policy of Government to develop and expand the domestic air transportation system adequately at the lowest cost possible to domestic passengers and shippers, and at the same time, to assure the economic viability of domestic air carriers, I hereby direct the indefinite suspension of the Implementation of Presidential Decree No. 895 insofar as the imposition of retaliatory or compensating charges, fees and rentals on foreign airlines is concerned, and in lieu thereof, there shall be an across the board increase of the rates of landing and take-off fees for all aircraft engaged in international air services, including the national aircrafts, in such amounts or percentage as the Director may determine and fix in consultation with the national flag carrier.
The Director of Civil Aviation shall correspondingly reduce across the board the rates of landing and take-off fees for all aircraft engaged in domestic air services, in such amounts or percentage as he may determine and fix in consultation with the domestic air carrier engaged in scheduled domestic air services.
In implementing these instructions, the Director shall see to it that the net result in the increase of the international landing and take-off fees and the reduction of the domestic landing and take-off fees shall be favorable to the Government.
