IMPLEMENTING RULES AND REGULATIONS OF REPUBLIC ACT NO. 11200 ENTITLED: "AN ACT PROVIDING FOR THE RANK CLASSIFICATION IN THE PHILIPPINE NATIONAL POLICE, AMENDING FOR THE PURPOSE SECTION 28 OF REPUBLIC ACT NO. 6975, AS AMENDED, OTHERWISE KNOWN AS THE "DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT ACT OF 1990"
WHEREAS, RA No. 11200, entitled: "An Act Providing for the Rank Classification in the Philippine National Police (PNP), Amending for the Purpose Section 28 of Republic Act No. 6975, As Amended, Otherwise Known as the "Department of the Interior and Local Government Act of 1990," was signed into law by the President of the Republic of the Philippines on February 8, 2019;
WHEREAS, the MalacaƱang Records Office, Office of the President published RA No. 11200 in the Official Gazette on February 21, 2019;
WHEREAS, in accordance with Section 4 of RA No. 11200, the MalacaƱang Records Office, Office of the President also caused the publication of RA No. 11200 in the Manila Bulletin on February 23, 2019;
WHEREAS, a certified copy of RA No. 11200, signed by His Excellency RODRIGO ROA DUTERTE, President of the Philippines, was officially transmitted to the PNP on February 26, 2019;
WHEREAS, Section 4 of RA No. 11200 provides that said law shall take effect fifteen (15) days after its full publication in a newspaper of general circulation;
WHEREAS, following its full publication in the Manila Bulletin on February 23, 2019, RA No. 11200 became effective on March 10, 2019;
WHEREAS, on the other hand, Section 3 of said law provides that, within thirty (30) days from effectivity of RA No. 11200, the Chief of the PNP shall issue the necessary rules and regulations for its effective implementation.
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that pursuant to the foregoing provisions of RA No. 11200, the following Implementing Rules and Regulations are hereby issued:
RULE I
Purpose
ARTICLE 1. These Implementing Rules and Regulations (IRR) are issued to provide policy guidelines, procedures, and standards for the smooth implementation of RA No. 11200.
RULE II
Scope and Objectives
ARTICLE 2. These Rules shall cover all uniformed personnel, both Police Commissioned (PCOs) and Non-Commissioned Officers (PNCOs), at the time of the effectivity of RA No. 11200 and those who shall thereafter become officers and members of the PNP.
ARTICLE 3. The PNP shall complete the printing of new police identification cards, reflecting the new PNP rank classification, based on the expiration dates of the individual ID cards of PNP uniformed personnel or during renewal of their IDs.
ARTICLE 4. Retired PCOs and PNCOs of the Philippine National Police may use the PNP rank classification herein provided with the suffix "(Ret.)".
ARTICLE 5. The provisions of these IRR shall be implemented to the extent that the following objectives of RA No. 11200 are achieved:
a. To promote interoperability between police officers and equivalent military officers through the adoption of police ranks closely resembling military ranks;
b. To remove confusion on PNP rank classification among the public, with other government agencies, and in the international community;
c. To promote familiarity of the people with the policemen on the street, narrow the gap between the police and the populace in furtherance of enhancing police-community-relations; and
d. To boost the morale of PNP uniformed personnel and enhance their general welfare, professionalism, commitment to community and service-oriented policing, and dedication to duty.
ARTICLE 6. The changes in the rank classification of uniformed personnel of the PNP shall be as follows:

ARTICLE 7. The abbreviation of the PNP rank classification shall be written as follows:

ARTICLE 8. The foregoing PNP rank classification and corresponding abbreviations shall be used in all forms of communication, as appropriate.
ARTICLE 9. The PNP shall issue detailed guidelines, protocols, formats, and conventions to be observed when writing the 2-line heading and the 3-line signatory in written communication.
ARTICLE 10. The revised insignia for the foregoing PNP ranks shall be is follows:
The PNP shall issue detailed guidelines, policies, and specifications pertaining to the use of insignias and symbols, as appropriate to specific uniforms and accoutrements, and shall review the same, as often as necessary, to ensure that the design of the police ranks remains reflective of the civilian character of the PNP; its community-oriented policing; and the core values of service, honor, justice and that the objectives of RA No. 11200 on police and military interoperability and familiarity of the community with the PNP are achieved.
ARTICLE 11. The PNP shall implement a communication plan in order to effectively cascade the foregoing PNP rank classification to the public and all sectors of society, with other government agencies, and in the international community.
ARTICLE 12. The PNP shall formulate and develop doctrines as to the proper use of the foregoing police ranks to ensure that the role of a PNP uniformed personnel as a law enforcement agent, peace officer, public servant, and community leader shall be imbibed.
ARTICLE 13. The funding requirements necessary to support the enabling activities for the full implementation of RA No. 11200 shall be sourced from the PNP appropriations.
ARTICLE 14. All references to the rank classification of the uniformed personnel of the PNP, provided under RA No. 6975, as amended, as well as similar references made in all other laws, executive order, rules and regulations that are inconsistent with the foregoing PNP rank classification are hereby deemed revised, modified, or repealed accordingly.
ARTICLE 15. Copies of this IRR shall be immediately transmitted to the Commission, for information and issuance of corresponding Resolution.
ARTICLE 16. This IRR shall take effect after fifteen (15) days from filing a copy thereof at the UP Law Center in consonance with Section 3, Chapter 2, and Book VII of Executive Order No. 292 otherwise known as the "Revised Administrative Code of 1987," as amended.
