DOH ADMINISTRATIVE ORDER NO. 2019-0017

SUBJECT : Implementing Rules and Regulations of Republic Act No. 11107, "An Act Upgrading the Bataan Provincial Hospital in the Province of Bataan into a Level III Teaching and Training Hospital to be Now Known as the Bataan General Hospital and Medical Center and Appropriating Funds Therefor and for Other Purposes"

I. RATIONALE AND BACKGROUND

The Bataan General Hospital and Medical Center (BataanGHMC), formerly known as Bataan Provincial Hospital is a Department of Health retained hospital that was first established as a war hospital with 20-bed capacity hospital on November 30, 1941. In 1942, it was opened to the public, upgraded to 50-bed capacity, and started to accept Medicare patients in the 70's. AHCETa

In 1983, it was integrated in the Provincial Health Office as a 200-bed capacity hospital. By virtue of Republic Act 7160 known as Local Government Code, the hospital was devolved to the province in 1992. However, Congressman Enrique T. Garcia Jr. prompted BataanGHMC's renationalization when deficient funds from its Internal Revenue Allotment (IRA) for decentralization caused the decline in the facility's quality of hospital care.

In February 1998, Republic Act 8561 as authored by Congressman Garcia Jr. was enacted to upgrade the hospital into a tertiary level II hospital increasing its bed capacity from 200 to 350. On July 13, 2018, although BGHMC has been licensed as Level 3 with 214 authorized bed capacity, the 350-bed capacity as provided in RA 8561 was not yet licensed or authorized due to lack of infrastructure despite the 5-year occupancy rate of more than 150%. cHaCAS

To make way for improved facilitation of healthcare and services and address its consistently high occupancy rate, on October 30, 2018, Republic Act No. 11107 was signed and approved to increase BataanGHMC's bed capacity to 500 from 350 and to upgrade the medical center into a Level III teaching and training hospital.
