DOF DEPARTMENT ORDER NO. 007-08(Declared Overtaken by Events by D.O. 29-16)
IMPLEMENTING GUIDELINES ON PRODUCTIVITY INCENTIVE BENEFITS FOR FY 2007
Pursuant to Administrative Order No. 161 dated 06 December 1994 and National Compensation Circular Nos. 73 and 73-A dated 27 December 1994 and 01 March 1995, respectively, and Circular Letters No. 3-97 dated 31 January 1997, No. 2001-6 dated 02 March 2001 and No. 2002-3 dated 02 January 2002 of the Department of Budget and Management, an across-the-board grant of P2,000.00 Productivity Incentive Benefit shall be granted to all employees of the Department based on the following guidelines:
1. DOF employees who have submitted their New Performance Appraisal System (NPAS) for two semesters in CY 2007 and with at least Satisfactory performance rating shall be entitled to P2,000.00;
2. For Employees on Scholarship:
Employees on attendance in training course/scholarship grant shall be entitled to PIB provided that their Performance Ratings for the last two (2) rating periods immediately preceding their attendance to such activity is at least Satisfactory;
3. For Employees on Leave of Absence:
Employees on leave of absence with pay, continuous or intermittent, for not more than ninety (90) days or three (3) months in a given calendar year shall be entitled to PIB provided their Performance Ratings for two semesters in CY 2007 is at least Satisfactory;
Employees on leave of absence, with pay, for more than ninety (90) days in one (1) rating period shall not be paid PIB;
Employees on leave of absence without pay for not more than thirty (30) days, continuous or intermittent, for one (1) rating period or a total of sixty (60) days in a given calendar year shall be paid PIB provided their Performance Ratings for two semesters in CY 2007 is at least Satisfactory; aCIHcD
4. For Newly-Hired Employees:
Newly-hired employees of the Department shall be entitled to PIB provided they were hired during the 1st Quarter. No PIB shall be paid if hired after the 1st Quarter of 2007;
5. For Employees who Retired/Resigned during the 4th Quarter of the Year:
Employees who retired/resigned from the service within the 4th Quarter of the calendar year for which the PIB is granted may be entitled to PIB provided they meet the following conditions:
a. have at least a satisfactory rating for the two (2) semesters in CY 2007 (per CSC guidelines on performance evaluation, the minimum appraisal period shall be at least ninety (90) days or three (3) months; and
b. have contributed to the productivity of the office/agency as determined by the head of office.
No PIB shall be paid if employees retired/resigned before the 4th Quarter of CY 2007.
6. For Employees Guilty of Administrative Offense
Employees guilty of administrative offense shall not be entitled to PIB or any performance or productivity reward. In line therewith, the following are not entitled to PIB:
a. those who were suspended either preventively or as a penalty as a result of an administrative charge within the year for which PIB is paid, regardless of the duration;
b. those who were dismissed within the year; and
c. those who are absent without official leave (AWOL).
However, personnel who were preventively suspended but later exonerated of the charges filed against them and those who are charged and found guilty of administrative offense but the penalty meted out is only a reprimand, shall be entitled to PIB, provided they: (a) have at least a satisfactory rating for the two (2) semesters immediately preceding the year in which the PIB will be paid; and (b) have contributed to the productivity of the office/agency as determined by the head of the agency.
7. DOF employees who are not included in this batch of grantees shall be entitled to an across-the-board PIB of Two Thousand Pesos (P2,000.00), provided they submit their NPAS for two semesters in CY 2007 and with at least Satisfactory performance rating not later than 30 April 2008. cHaCAS
This Order shall take effect immediately and all concerned shall be guided accordingly.
